Περιβαλλοντική αδειοδότηση: Διαδικασίες με βάση υφιστάμενο θεσμικό πλαίσιο. Εφαρμογή για την αδειοδότηση έργου υποδομής χερσαίων μεταφορών

dc.description.abstract	Τα τελευταία χρόνια κατασκευάστηκαν και συνεχίζουν να κατασκευάζονται στη χώρα μας επεκτάσεις των γραμμών του Μετρό, και αποτελούν μέρος των μεγαλύτερων έργων υποδομής των μεγάλων αστικών κέντρων της χώρας. Η κατασκευή και λειτουργία ενός τόσο μεγάλου (και σημαντικού) έργου υποδομής, αποτελεί μέσο ανάπτυξης της χώρας με καταλυτική συμβολή στο κοινωνικοοικονομικό επίπεδο, δύναται να έχει επιπτώσεις στο φυσικό και ανθρωπογενές περιβάλλον. Για έργα όπως αυτό, που δύναται να προκαλέσουν δυσμενείς επιπτώσεις στο περιβάλλον, εφαρμόζεται η διαδικασία περιβαλλοντικής αδειοδότησης, σύμφωνα με τον νόμο 4014/2011, όπως ισχύει. Σκοπός της παρούσας διπλωματικής εργασίας είναι ο εντοπισμός και η εκτίμηση των περιβαλλοντικών επιπτώσεων που δύναται να προκαλέσει η κατασκευή και η λειτουργία της επέκτασης της βασικής γραμμής του Μετρό της Θεσσαλονίκης προς Καλαμαριά, ο καθορισμός των απαραίτητων μέτρων για την πρόληψη, τον μετριασμό και την αντιμετώπιση των επιπτώσεων αυτών και τέλος η παρακολούθηση της εφαρμογής των μέτρων αυτών κατά τη διάρκεια της κατασκευής του έργου. Σημαντικό ρόλο στην εκτίμηση και τον εντοπισμό των επιπτώσεων αποτελεί η Μελέτη Περιβαλλοντικών Επιπτώσεων (ΜΠΕ) που έχει εκπονηθεί για το έργο. Με τη ΜΠΕ εξετάστηκε η υφιστάμενη κατάσταση του περιβάλλοντος, παρουσιάστηκαν και αξιολογήθηκαν οι εναλλακτικές λύσεις υλοποίησης του έργου, και εκτιμήθηκαν οι δυνητικές επιπτώσεις του έργου σε όλες τις περιβαλλοντικές παραμέτρους – τομείς που θα επηρεαστούν από την κατασκευή και λειτουργία του Μετρό. Τέλος προτάθηκαν μέτρα πρόληψης, μετριασμού και αντιμετώπισης των επιπτώσεων καθώς και o τρόπος παρακολούθησης τους με σκοπό την αποτελεσματική προστασία του περιβάλλοντος. Με την Απόφαση Έγκρισης Περιβαλλοντικών Όρων (ΑΕΠΟ) επιβλήθηκαν οι προϋποθέσεις, όροι, και περιορισμοί για την πραγματοποίηση του έργου. Ορίστηκε ο τρόπος παρακολούθησης του έργου και επιβλήθηκαν τα αναγκαία προληπτικά μέτρα για την αντιμετώπιση των επιπτώσεων στο Περιβάλλον. Τα αποτελέσματα του προγράμματος παρακολούθησης έδειξαν ότι οι περιβαλλοντικοί όροι τηρούνται καθολικά, γίνεται σωστή εφαρμογή των μέτρων, με αποτέλεσμα οι επιπτώσεις να μετριάζονται και να επιτυγχάνεται η προστασία του Περιβάλλοντος και η συμβολή του έργου στην ανάπτυξη της τοπικής και ευρύτερης κοινωνίας.	el

dc.description.abstracttranslated	Over the recent years, extensions of Metro lines have been constructed and continue to be constructed in our country and are part of the biggest infrastructure projects of the major urban centers of the country. The construction and operation of such an important infrastructure project contributes to the development of the country and has a catalytic effect from a socio-economic aspect. However, such a project also affects the natural and man-made environment. Thus, for projects like this, that may cause adverse effects to the environment, the environmental licensing procedure is applied, according to law 4014/2011, as in force. The purpose of this thesis is to identify and assess the environmental impacts that will be caused by the construction and operation of the extension of the main line of the Thessaloniki Metro to Kalamaria, to determine the necessary measures to prevent, mitigate and deal with the impacts and finally the monitoring of the implementation of these measures during the construction of the project. An important role in the assessment and identification of impacts is the Environmental Impact Assessment report that has been prepared for the project. After the recording of the current state of the environment was completed, the alternatives for the implementation of the project were presented and evaluated and were assessed the significant environmental impacts on all environmental parameters that will be affected by the construction and operation of the Metro. Finally, measures were proposed in order to prevent, mitigate and deal with the impacts as well as the way of monitoring the effects in order to deal with them and effectively protect the environment. With the Decision of Approval of Environmental Terms (DAET) the conditions, and restrictions for the realization of the project were imposed. Τhe necessary precautionary measures and monitoring program were imposed to deal with the effects on the Environment. The results of the monitoring program prove that the environmental conditions are universally observed, the measures are properly implemented, resulting in the mitigation of the effects, and the protection of the Environment is achieved. Finally, the contribution of the project to the development of the local and wider community and to the positive benefits of the man-made Environment is highlighted.	el
