dc.description.abstract	Το Πρόγραμμα Δημοσίων Επενδύσεων αποτελεί ένα σημαντικό μέσο χρηματοδότησης των κρατικών φορέων για την πραγματοποίηση έργων υποδομής και έναν σημαίνοντα παράγοντα, όχι μόνο για την ανάπτυξη σε εθνική κλίμακα, αλλά και σε τοπικό επίπεδο. Ειδικά στους Οργανισμούς Τοπικής Αυτοδιοίκησης, το Πρόγραμμα Δημοσίων Επενδύσεων αποτελεί έναν βασικό παράγοντα ενίσχυσης των προϋπολογισμών τους, δίνοντάς τους τη δυνατότητα να πραγματοποιήσουν μεγάλα και σημαντικά έργα, τα οποία συμβάλλουν δραστικά στην κοινωνική ευημερία. Στην περίπτωση του Δήμου Χαλκιδέων, ξεκινώντας από μια ιστορική αναφορά στις επενδύσεις που έχουν πραγματοποιηθεί σε αυτόν τα τελευταία χρόνια, μελετήσαμε τον στρατηγικό σχεδιασμό του φορέα και επικεντρωθήκαμε στα τρία σημαντικότερα έργα που πραγματοποιούνται αυτή την περίοδο στο δήμο με την συνδρομή του Προγράμματος Δημοσίων Επενδύσεων. Έτσι, ερευνάται η πραγματική επίδραση και συνεισφορά του Προγράμματος Δημοσίων Επενδύσεων στο δήμο. Μέσα από τους τρόπους ένταξης και υλοποίησης των έργων, τις απόψεις στελεχών του δήμου και τις μελέτες αναζητούνται τα πλεονεκτήματα και τα μειονεκτήματα του προγράμματος και επισημαίνεται η διαχείριση των οικονομικών πόρων αλλά και η πραγματική επίδραση των έργων στην κοινωνία. Συνεπώς, πραγματοποιείται μια οικονομική και κοινωνική αξιολόγηση των τριών έργων του Προγράμματος Δημοσίων Επενδύσεων.	el

dc.description.abstracttranslated	The Public Investments Program constitutes an important means of financing state agencies for the materialization of infrastructure projects and an important factor, not only for development on a national scale, but also on a local level. Especially in Local Government Organizations, the Public Investments Program is a key factor in strengthening their budgets, enabling them to carry out large and important projects, which contribute drastically to social welfare. In the case of the Municipality of Chalkida, starting from a historical review of the investments that have been made in recent years, we studied the strategic planning of the organization and focused on the three major projects that are currently being carried out in the municipality with the funding of the Public Investments Program. Therefore, the real impact and contribution of the Public Investments Program to the municipality is investigated. Through the methods of integration and implementation of the projects, the views of the municipal officials and the studies performed, the advantages and disadvantages of the program are sought, and the management of financial resources is highlighted as well as the real impact of the projects on society. Therefore, an economic and social evaluation of the three projects of the Public Investment Program constitutes the main scope of the present research paper.	el
